The town of Totoró, in Cauca, presents significant advances in collective reparation
Since 2016, the town of Totoró has been included in the Single Registry of Victims as a Subject of Collective Reparation.
Among the work carried out by the Victims Unit in Cauca, the work carried out in the last two years with a community located in the eastern part of the department: the Totoró people stands out.
With this population, the entity has carried out four community enlistment days, held in the years 2017, 2018 and 2019, in addition to an institutional enlistment day in 2019. Through these spaces, a support group was formed, the which has the responsibility of streamlining the process and maintaining constant dialogue between the community and the Victims Unit, in order to articulate different actions and activities to be developed within the framework of the Collective Reparation Route.
"In September 2019, in Betania hamlet, Totoró municipality, the Prior Consultation Installation day was held for this population, with an approximate community participation of 150 members and with the institutional presence of the Unit, Ministry of the Interior, SENA and Ombudsman Office. In this space, the activities to be carried out in the characterization, design and formulation phases of the PIRC (Comprehensive Collective Reparation Plan) and protocolization were jointly defined", said Dan Harry Sánchez Cobo, Cauca territorial director of the Victims Unit.
In this process, between October and November of the previous year, nine days of characterization of the damage were also carried out, a space in which together with the community, the time line methodological tool was applied to identify the victimizing events suffered by the Subject of Collective Reparation, in addition to building collective memory.
To date, these advanced actions show an investment in execution of approximately $ 98 million. Likewise, for the 2020 period, the Victims Unit has scheduled the construction of the damage characterization document for the respective validation with the presence of the community and the Ministry of the Interior, so that it is protocolized by the community.
