Collective reparation advances in Machuca (Antioquia)
The communities of this district, jurisdiction of the municipality of Segovia, were affected by different victimizing acts in the context of armed conflict.
There are several actions with which the Victims Unit has advanced in the last two years, in repairing the non-ethnic collective subjects of Fraguas and the ethnic collective subject Afro-Colombian communities of El Cenizo, El Cristo, Mata and Casco villages urban area of Machuca, in Segovia (Antioquia).
After President Iván Duque's visit the region and assuming various commitments with these communities, the Victims Unit reactivated the working days with the non-ethnic subject to advance in the phase of diagnosing the damage of the collective reparation route , in which it was possible to write, socialize and validate the document of the collective damages caused in the framework of armed conflict, to close this phase.
For the 2020 period, the first steps were taken to formulate the Comprehensive Collective Repair Plan (PIRC), which contains the goods and services that contribute to repairing the identified damages. In developing activities to advance the collective reparation route, the Victims Unit has invested a little more than $ 151 million in work with this subject.
In the same way, the victims' organizations were identified, to whom the participation protocol was shared and the municipality's Victims Participation Table was presented to them. Additionally, four meetings have been held with the Board, for training on issues of comprehensive reparation, Development Programs with a Territorial Approach (PDET) and Development Plan, in order to strengthen their relationship in planning issues related to the victims.
Finally, taking into account that the subject is in the design and formulation phase, workshops were held during the past months of August, September and one more to be held in November, guaranteeing compliance with the biosafety recommendations related to the health emergency.
In terms of individual reparation, in Segovia the Victims Unit has compensated 2.665 people for a value that exceeds 17.000 million pesos, of which in the last two years correspond to $ 1.048 million benefiting 158 people.
It should be noted that the collective reparation route with the subject Community of Fraguas rural district (Machuca) begins on February 7, 2013, where the first institutional approach meeting with the Municipal Administration is held, where the offer of the Victims Unit, in terms of collective reparation, while the subject of collective reparation of the Afro-Colombian communities of the El Cenizo, El Cristo, Mata and urban area of Machuca was included in the Sole Registry of Victims on October 12, 2017.
Although there are several victimizing events experienced by these communities, the most tragic occurred on October 18, 1998, when an explosive charge set off against a dynamited oil pipeline by the National Liberation Army (ELN) caused a fire that spread rapidly through the populationion leaving a balance of more than 80 people dead.
