In Colombia, 598 members of the Rrom people are victims of armed conflict

This was determined after a debugging of the Unique Registry of Victims RUV, which started the Unit Registration Directorate for Victims in 2017.

Based on data from the 2005 DANE Census, in which differences were found in the data of people who recognize themselves as gypsies and the information of the RUV, in its different regulatory frameworks, the Directorate of Registration and Information Management ( DRGI) of the Victims Unit started in 2017 a series of processes for the identification, purification and updating of ethnicity in the RUV, which concluded that 598 members of the Rrom people are included in said registry as victims of acts individuals on the occasion of the armed conflict in Colombia.

With the two censuses delivered by the Ministry of Interior (2017 and 2018) as a reference, between August and December 2018, 58,337 declarations of the regulatory frameworks Law 387 of 1997, Law 418 of 1997, Decree 1290 of 2008 and Law 1448 of 2011, corresponding to people who were with Rrom ethnicity; the data and documents related to the characterization and the Single Declaration Format (FUD) were reviewed in order to identify the characteristics of the people at the time of the events.

In a second phase, the Registry Office reviewed the self-censorship base (Ministry of Interior certificates) and the declarations to establish the internal marking of people who were not in the Official Census of the Interior Ministry.

The DRGI identified that of the 30,194 people who were marked in the RUV with Rrom ethnicity, only 598 actually belong to this ethnic population group, which is why the clearance of approximately 10,000 people was made.

For Gladys Prada, Director of Registration and Information Management “these exercises will allow the Unit and other entities of the system to have better information inputs that allow to fully identify the particularities of the population to the victims to strengthen their care processes and integral repair”.

This process was accomplished under the agreement with the Rrom people, which is a national collective subject with the Comprehensive Collective Reparation Plan (PIRC), in the implementation phase.
