Montería presented a favorable security concept to advance the return plans of the displaced population

The Unit for Victims accompanied the virtual session of the Transitional Justice Committee, with entities from SNARIV and the government of the Cordovan capital.

The Unit for Victims participated in the first Regular Session of the Transitional Justice Committee, together with the mayor of Montería Carlos Ordosgoitia and his team, representatives of municipal tables, the public force and other entities belonging to the National System of Comprehensive Attention and Reparation to the Victims (SNARIV), in order to analyze the guidelines for the functioning of the Transitional Justice Committees (CTJT), the construction of the territorial action plan (PAT) and make the validation of the safety principle.

The Unit presented an official letter to the Ministry of Defense, filed on March 6 of this year and within the framework of the Committee, the concept of security for the entire municipality was approved, in accordance with the nine criteria that were socialized in this space.

The nine criteria taken into account were: the current presence of groups outside the law; recent actions that violate human rights and international humanitarian law; historical background on damages in the territory such as attacks, illicit crops, among others; mobility corridors; early alerts; illicit exploitation of mining deposits; information on the number of registered victims; situation of existence of antipersonnel mine, improvised explosive devices and unexploded ammunition in the respective territory; and security appreciation on the possibility of developing or not a return or relocation of displaced population.

During the session, the security assessments of the municipality were analyzed, in which the Victims Unit exposed the accompaniment process that it performs to victims of forced displacement who request to return or relocate to a different place. Likewise, the commander of Montería Metropolitan Police reported that according to the letter sent by the National Defense Ministry, orders were issued in this jurisdiction to strengthen security in the city.

This Committee concluded that the municipality of Montería presents a favorable concept in terms of security, given that there is currently a low victimization rate for this jurisdiction, stressing that there have been no public order problems; There is no evidence of the current presence of illegal armed groups (guerrillas, paramilitaries or bacrim), only difficulties of common crime that are due to problems of citizen coexistence and not to armed conflict.
