The Victims Unit and IPA will evaluate impact of humanitarian assistance

The non-profit organization, which has already worked on 10 evaluations of this type in Colombia, will now collaborate with the Victims Unit thanks to this letter of intent.

Innovations for Poverty Action (IPA) and the Victims Unit will evaluate the basic humanitarian assistance provided by the government entity to the internally displaced people, thanks to the memorandum of understanding signed last Friday. "The agreement will allow us to measure the responses we give to victims and their quality of life", said Paula Gaviria Betancur, the director of the Victims Unit. Since last year, the entity is implementing a new model of humanitarian assistance (based upon Decree 2569 from 2014). "We take our work very seriously and this is one more partner that joins us with the purpose of achieving social inclusion of the victims" added Gaviria, after signing the letter of intent with IPA. Founded in 2002 and based out of the United States, the organization has international experience with more than 250 evaluations, said Sebastián Chaskel, the country director of IPA in Colombia and the Dominican Republic. "The letter of intent that we signed today reflects the interest of both parts to jointly implement impact evaluations in order to improve the work of the Unit", Chaskel ensured. Decree 2569 from 2014 determines the procedures for the delivery of the humanitarian assistance and addresses issues such as minimum subsistence and the vulnerability of victims, among others.
