Unit reported in the Senate the definition of the military situation of 51.673 victims in the last two years
The balance that includes the number of cards delivered since 2017, was delivered by Junny Cristina La Serna Bula, deputy director of Technical Coordination of the National System for Comprehensive Attention and Reparation to Victims (SNARIV), in the Second Commission.
A total of 51.673 male victims solved their military situation for free thanks to the "Card in Hand" strategy, as reported in the Second Senate Commission by Junny Cristina La Serna Bula, deputy director of Technical Coordination of the National System of Attention and Reparation Integral to Victims (SNARIV).
According to La Serna Bula, the objective of the aforementioned strategy is for male victims to access the document that certifies the definition of their military situation free of charge, achieving the effective enjoyment of the right to identification and to measure of satisfaction of the comprehensive repair component.
According to the balance provided by the official in that legislative cell, the management carried out so far shows a total of 51.673 cards delivered since 2017 throughout the national territory, of which 3.892 were delivered in 2020.
“The above rescues the work carried out so that the definition of the military situation for victims of the conflict is totally free and its access for the entire population can be made from any part of the national territory due to the easy-access online registration through the page www.libretamilitar.mil.co”, assured the deputy director of Technical Coordination of SNARIV.
La Serna's report before the Senate was presented at the request of the review of the progress and challenges in the implementation of the provisions on compulsory military service, recruitment and amnesty for offenders within the framework of the Amnesty Law and its compliance, to which was invited by the Victims Unit along with other entities, on Monday, September 7.
On behalf of the Victims Unit, the deputy director of Technical Coordination of the National System of Attention and Comprehensive Reparation for Victims (SNARIV), referred to the principle of harmonious collaboration and inter-institutional coordination, with the Ministry of National Defense, the Command of Recruitment and Control Reserves of the National Army and the Unit for Attention and Comprehensive Reparation to Victims, in order to comply with the satisfaction measure of the component of comprehensive reparation to victims, corresponding to the exemption in the provision of the military service.
In the session, it was also evidenced the materialization in front of the joint work between the entities with competence for the implementation of this measure in order for the population victims of armed conflict to define their military situation.
The foregoing, based on three specific lines: the Protocol for the Exchange of Information and Operational Operation of the Exemption Measure in the Provision of Military Service, Disincorporation and Delivery of Military Cards to Victims of Armed Conflict; the general guideline for the implementation of the operational route to establish the Protocol for the Definition of the Military Situation for Citizen Victims of Armed Conflict and interoperability between the Victims Unit, the Recruitment and Reserve Control Command, thus achieving progressive advances in the coverage and obtaining of the military booklet by the victim population.
