Victim Unit updates measurement of the Victimization Risk Index (IRV)

The SNARIV entity and institutions delivered the administrative records to measure the IRV for 2020 with data from 2019.

The Victims Unit carried out a new measurement of the Victimization Risk Index (IRV), a strategic tool for the analysis of the various victimization scenarios in the country, which provides significant inputs for the implementation of preventive actions in terms of guarantees of non- repetition, as a component of comprehensive care and reparation for victims.

As a result of the work articulated among different entities that are part of the National System of Attention and Reparation to Victims (SNARIV), the Unit worked on the adaptation and analysis of around 80 administrative records that allow to facilitate the identification and analysis of the fundamental causes that generate human rights violations and infractions of international humanitarian law in Colombia.

According to the director of the entity, Ramón Rodríguez Andrade, “in this new measurement it was identified that by 2020, 16% of all municipalities are at high and medium-high risk levels; showing an increase of 5% compared to the previous delivery”. Additionally, the departments with high IRV went from three to four in this new term, in total Nariño, Guaviare, Caquetá and Putumayo are in this category.

Finally, it is important to highlight that the IRV showed that 69% of the total municipalities with high or medium-high IRV are part of one of the PDET subregions, mainly from 14 of the 16 regions: Alto Patía and Norte del Cauca (16 %), Cuenca del Caguán and Piedemonte Caqueteño (12%), Bajo Cauca and Nordeste Antioqueños (11%), Macarena-Guaviare (10%), Chocó (9%), Pacific and Frontera Nariñenses (8%) Putumayo (7% ), Catatumbo (7%), Sur de Bolívar (5%), Sur de Córdoba (3%), Sur del Tolima (3%), Arauca (3%), Middle Pacific (3%) and Urabá Antioqueño (2% ).
