The Unit has repaired more than 207,000 victims in the current presidential term
Among these compensations, 124,462 have been given to people older than 74 years since August 2018 to January 2021.
The Unit for Integral Attention and Reparation to the Victims published the main results of the entity's management relating the subjects of care, assistance and integral reparation for victims since 2012; there was special emphasis on the achievements of the August 2018 - January 2021 period.
Regarding administrative and judicial compensation on a historic level, the Unit for the Victims has sheltered 1,107,953 victims (administrative and judicial) for a value close to $7.72 billion COP. Out of this figure of victims, 207.460 have been compensated at the current presidential term for a value close to $1.89 billion COP. Likewise, 124,462 of these compensations have been given to people over 74 years in this period.
On the other hand, out of the 251,522 victims who have received psychosocial care, 82,378 victims have been guided within the framework of access to the rehabilitation measure in this term.
From August 2018 to January 2021, satisfaction and symbolic reparation measures have been applied with armed conflict’s victims through various lines of work such as: symbolic acts, memory initiatives, integral reparation strategies, recognition and dignity messages from the State, local and national commemorations like April 9th, the International Week of the Disappeared and the National Day for the Dignity of Women Victims of Sexual Violence.
In this period, the entity also guided 3,830 family members of 1,010 forced disappearance and homicide direct victims through the following:
519 search processes: report / notification, biological sample collection; as well as the recovery process, which entails prospecting / exhumations, identification process results and agreement for the delivery.
582 bodies and / or skeletal remains delivery.
Collective Reparation
During this four-year period, 1,053 collective reparation actions were applied. This shows the execution advance of the Comprehensive Collective Reparation Plans (PIRC for its Spanish acronym) for 158 Collective Reparation Subjects’ benefit; 69 of these Subjects are within PDET municipalities.
Through the acquisition, endowment and delivery of collective use goods, as well as the support for productive and social and community infrastructure projects, 130 Collective Reparation Subjects have been benefited in this period; there was a total investment of $44,853 million COP.
36 Ethnic Collective Reparation Subjects were compensated for $9,519 million COP between August 2018 and December 2020. 16 of these compensations were aimed at PDET municipalities with $4,222 million COP.
Fund for the Victims Reparation (FRV for its Spanish acronym)
During this presidential term, the FRV and the Office of the Attorney General have done 1,352 enlistment procedures for different properties. The FRV has also carried out 446 property receptions in 19 departments of Colombia. Finally, 155 indispensable repairs were completed to allow the improvement, maintenance and conservation of the assets.
179 new lease contracts have been signed since August 2018; this has generated income destined to pay judicial compensation. On the other hand, 49 gratuitous loan contracts are maintained in the departments of Antioquia, Huila, Cundinamarca and Sucre.
To fulfill the compensation recognized to the victims in the sentences issued under the Justice and Peace Law, 8,495 payments of judicial compensation were ordered for $183,840,840,490.74.
Humanitarian Emergencies Support
Within the framework of risk scenarios that generate victimizing incidents, the Unit for the Victims has maintained verification and monitoring of public order alteration events, Human Rights violations and International Humanitarian Law (IHL) infringements.
Since 2012, these monitoring activities have been coordinated through the attention of 9,454 Humanitarian Emergencies in the national territory. Most of these events are the product of threats and intimidation, homicides of social leaders and armed actions related to confrontations, combats, ambushes and terrorism acts.
From August 2018 to January 2021, there has been knowledge of 3,191 emergencies. With the aim to attend these situations, the Unit has coordinated assistance of 177 mass displacements that affected 16,843 households.
Immediate humanitarian assistance in cash and in kind
Since 2012, the Unit has supported territorial entities by providing immediate humanitarian assistance, complying with the principles of subsidiarity, concurrence and complementarity; this has occurred with an investment of $99,203 million COP, which aided nearly 137,328 victims. From August 2018 to January 2021, more than 47,000 households received assistance worth of $45,134 million COP.
Humanitarian assistance
On the other hand, since 2012, the Unit has aided victims of forced displacement and other events through more than 9 million 180 thousand humanitarian assistance and aid transfers worth of $5.72 billion COP. Between August 2018 and January 2021, the entity has assisted 913,091 victims
of forced displacement households with 1,828,481 humanitarian assistance transfers in the emergency and / or transition stages for an approximate value of $1.16 billion COP.
