In Norte de Santander they presented a balance of the actions implemented with 14 subjects of collective reparation
The Victims Unit led the collective reparation subcommittee held in the eastern part of the country.
In a virtual way, the Victims Unit presented the actions and advances in the measures of restitution, satisfaction, rehabilitation and guarantees of non-repetition that are in the process of implementing the PIRC (Integrated Plan for Collective Reparation) with the 14 groups affected and recognized for the armed conflict in Norte de Santander.
The territorial director of the Victims Unit in Norte de Santander and Arauca, Alicia María Rojas Pérez, indicated that they have been working in an articulated manner with the promotion committees and territorial entities to comply with the route of collective reparation: "In these last two years, we have made significant progress with the communities that for years and as a group suffered the consequences of violence. We finalized the implementation of the measures with the subjects of collective reparation Cerro Norte (Cúcuta) and the Roma people (Cúcuta) and AMUCI in the municipality of El Zulia, a fundamental step in compliance with Law 1448 with three populations marked by the armed conflict, but that today are an example of overcoming and resilience”.
The official referenced the subjects of collective reparation with whom the actions are maintained to comply with the integrated collective reparation plans:
SRC Antonia Santos and SRC La Malla (Cúcuta), Fedecomunal (Cúcuta), La Esperanza (Municipality of La Esperanza), Urban area of Tibú, SRC La Gabarra (Municipality of Tibú), Acopinot, Pueblo Nuevo (Ocaña), Filo Gringo (El Tarra), Juan Frío (Villa del Rosario), Catalura and Motilón Barí town.
“In the midst of virtuality and the conditions of isolation that remain, we are with a human and professional team, accompanying these groups from different approaches such as psychosocial where we have carried out Entrelazando strategy, developing the transformation of local scenarios, taking donations in sports and educational materials to strengthen spaces for coexistence and reconciliation”, said Alicia Rojas.
“We have also implemented the collective mourning component to commemorate all those people whose lives were taken by violence and whose whereabouts are still unknown. We are strengthening partnerships with productive projects, delivering machinery, supplies, arranging inter-institutional projects to generate productive life models in remote areas of the department, recovering their ancestral and cultural practices”, added the official.
During the departmental subcommittee on collective reparation, the group that leads the process explained the importance of contributing jointly to the comprehensive compensation for the damages caused from a material, political and symbolic perspective as contemplated by the implementation of Law 1448.
Finally, the professionals explained the phases of the comprehensive reparation process and the components that are handled in each one of them such as: identification, followed by enlistment, diagnosis or characterization of the damage, formulation of the comprehensive collective reparation plan, implementation and closure of measures. These components were socialized in order to facilitate participation and articulation in comprehensive reparation plans and measures with groups and organizations affected by violence in their territories.
