First collective reparation plan for LGBTI victims will be implemented in Medellin, Colombia

For three years, rehabilitation, satisfaction and guarantees of non-repetition of violence against population with different gender identities and sexual orientations will be developed.

The LGBTI Bureau of commune 8 of Medellín will implement a Comprehensive Collective Reparation Plan (PIRC) concluded with the Victims Unit, which makes it the first subject with gender identities and diverse sexual orientations in Colombia violated by the armed conflict, in starting a process of these characteristics.

Over the next three years, with an investment of 1,390 million pesos, rehabilitation, satisfaction and guarantees of non-repetition of violence with a differential approach are contemplated, through actions for organizational strengthening and the reconstruction of social fabric with respect towards the diversity.

Since 2007, this group suffered stigmatization by illegal armed groups in neighborhoods in the central area of ​​Medellín, which worsened when its members were threatened to manifest their tendency, their activities were restricted, they were also displaced and victims of sexual violence

That these victimizing facts are not repeated is the desire of Diego León, a member of the LGBT Board, for whom the approved collective reparation plan “is a significant achievement for this population, because it implies social inclusion and respect. It will also allow us to acquire a new headquarters and set up a gender school”.

Among the rehabilitation measures, the voice of the Bodies stands out, which, through its own methodology designed by the Bureau, aims to reconstruct the social fabric and advocacy and social inclusion actions in the territory.

Differential approach and pioneer plan

According to Wilson Córdoba, director of the Victims Unit in Antioquia, approve and implement “this plan is a milestone for LGBTI sectors in the public policy of reparation for victims, because being the first subject with this approach will become pioneers for identify actions to apply at the national level”.

The socialization of plan was held at Casa Diversa, in Villatina neighborhood of Medellín, with the participation of community representatives and concluded with a musical presentation.

The LGBTI Bureau of the Commune 8 of Medellín received notification of its inclusion in the Unique Victims Registry (RUV) in January 2016 and during the following two years made a diagnosis of the damage and agreed with the Victims Unit until it was approved in 2018 the plan for the restoration of rights.

This group has worked for more than ten years in the fight for the rights of victims with gender identities and diverse sexual orientations in their territory, which has allowed them to consolidate their resistance, memory and diversity work in the Antioquia capital.
