Manages the forms and declarations, ensuring that they meet the minimum conditions for valuation.

• Defines the means, instruments and mechanisms by which the declaration will be taken to the people who consider themselves victims under the law 1448 of 2011.
• Distribute, free of charge, the forms for making statements to the Public Ministry and Consulates.
• Receives the statements from the offices of the Public Ministry, and performs the tasks of enlistment, filing, verification of minimum requirements of the declaration and remedies some inconsistencies *.

* The declarations whose inconsistencies can not be corrected internally, are returned to the office that took the declaration.
