4,427 indemnities were recognized during the health emergency, in Bolívar
The figure was revealed during the dialogue held by the director of the Unit with the Victims Bureau of this department.
A total of 26 members of the departmental table of victims in the department of Bolivar, participated in the Great dialogue with victims in time of Covid-19.
Enrique Ardila, Technical Director of Reparation, announced the strategies implemented by the Victims Unit in Bolívar: "With Banco Agrario we established an agreement to open accounts and for victims to withdraw their compensation, this is one of the strategies implemented in times of COVID-19", assured the official.
In this department, since the beginning of the health emergency by Covid19, 4.427 indemnities have been recognized for a value that exceeds $ 30.546.455.750 as of June 20, 2020.
During this pandemic, it has been possible to contact by telephone those victims who already have a letter of compensation and confirm their place of residence and obtain their authorization in order to deliver their administrative act of recognition, letter of payment and their letter of dignity.
For his part, Emilio Alberto Hernández, director of the Registry of the Victims Unit, was in charge of clarifying doubts related to impersonations, inconsistencies in identity documents and non-inclusions in the single registry of victims.
The director of the Registry assured that "as an entity we have guaranteed continuity in the taking of statements, guaranteeing sufficient technical support for the online taking of individual statements, as well as accompaniment and strengthening of the Public Ministry, especially new representatives to guarantee the taking of the declarations associated with humanitarian emergencies”.
In the department of Bolívar, the inscription in the Single Registry of Victims has been guaranteed and the inclusion of 56.559 victims (individual and mass type) has been achieved.
For her part, Luz Patricia Correa, director of ethnic affairs, emphasized the importance of the implementation of decrees with the force of Law 1433, 1434 and 1435, also clarified doubts for the participants and recalled that they are working in an articulated manner with the inter-institutional management direction in the certification mechanism that serves to measure the levels of implementation of the public policy of victims at the territorial level, assured the official.
Similarly, the director general of the Victims Unit, Ramón Rodriguez, in his speech answered each of the concerns of the members of the table in this great space for dialogue, clarified to victims on issues related to resources and affirmed that the President of the Republic allocated a trillion pesos to advance 127.000 compensation, a unique effort in recent years.
"In Bolívar, from June to August of this year, 1.340 money orders are expected to be delivered to victims in the north and center of the department. As for the delivery of the Regional Center for Attention to Victims of Cartagena, it is ready and waiting that the national government is free to face the health emergency", said Miledy Galeano Paz, territorial director in Bolívar and San Andrés
For her part, Amparo Chicué Cristancho, Territorial Director of the Victims Unit in Magdalena Medio and who has interference in nine municipalities in Bolivar, affirmed that regarding the intervention of the representative of the Municipal Participation Table of Arenal, south of Bolívar Regarding the operation of the service point, pointed out that a review will be carried out and in the same way, management will be carried out with the Mayor of Arenal in order to review the possibility of carrying out the tasks required to have Banco Agrario in the municipality".
The director of inter-institutional management, Aura Helena Acevedo, stated that "We started our fifth phase of the strategy for new leaders, which has focused on technical assistance sessions organized jointly with the Ministry of the Interior with the aim of accompanying the formulation of the Plans of Territorial Action, in total we carried out 55 workshops carried out with the entities of the territorial order, in which 1,990 officials from mayors and governments participated. In this department we carry out our technical assistance on June 11th”.
During the meeting it was also reported that since the beginning of the health emergency, telephone and virtual attention channels, telephone self-consultation, telephone mailbox, messages from the website or free cell phone have been strengthened, as well as the strengthening of our Unit Service Online, where people can file their requests, as well as strengthening attention via fax and support on social networks.
To date, since the beginning of this emergency, through the entity's channels, 4.724.782 requests have been received through our face-to-face, telephone, virtual and written channels) requests corresponding to 1.703.753 victims (virtual-telephone and written).
It should be noted that of these requests made by the victims, 683.010 are related to issues of Humanitarian Assistance, 891.750 with reparation queries, 766.416 news in the administrative record and finally the remaining 2.207.360 to other requests, this cut to 27 of June.
This great meeting ended with the participation of Hectro Gabriel Camelo director of Social and Humanitarian Management, who reported that since the beginning of the health emergency, (March 17) as an Entity, the occurrence of 22 massive humanitarian emergencies, corresponding 17 forced displacements and 05 confinements, in which 2.167 families and approximately 8.738 people were affected.
During this time, progress has been made in the socialization to the municipalities of the strategy of Special Schemes of Community Accompaniment, in order to continue supporting these initiatives. We advanced in Bolívar with 14 municipalities, it has been possible to carry out 949 follow-up visits to the special Family Support Schemes implemented during the periods from 2013 to 2019, said Miledy Galeano, director of the Unit in Bolívar.
The official added that the department is also making progress in the implementation of the virtual strategy "Projecting ourselves", in order to carry out previous actions with young people who will receive their trust commission, "that will allow us to contribute to comprehensive reparation. It is especially aimed at young people between the ages of 13 and 17. We plan to serve approximately 3.331 adolescents and young people with this modality”, he added.
