In the Expanded Territorial Committee of Transitional Justice, in which the Victims Unit participates, the Contingency Plan of Vichada department for the period 2020-2023 was approved.

This technical tool defines procedures, actions and strategies, with financial, human and physical resources destined by the territorial entities to prevent and attend humanitarian emergencies that occurred during the armed conflict.

The Contingency Plan approved for Vichada contains Immediate Humanitarian Assistance measures, which is the first that is delivered to people who declare that they have been victims of events that occurred within the framework of conflict in the last three months, and whose situation of vulnerability is accentuated; and subsidiarity, to support city halls that demonstrate fiscal impossibility to properly exercise their powers.

The document establishes that, in the event of a humanitarian emergency, the Government will assume the components of medical and psychological care, as long as the municipality is unable to do so, and the Unit will guarantee food, accommodation, and cleaning and cuisine utensils required by those affected.

For his part, Carlos Pardo Alezones, territorial director of the Unit in Meta and Llanos Orientales, reaffirmed the entity's commitment to the victim population of Vichada: "The Victims Unit has allocated a budget of more than $116 million for provide emergency care to victims who require it”.

The director added that the entity provided technical advice and support to the Governor's Office and tables for the participation of victims in the process of formulating the Contingency Plan.

According to the Single Registry of Victims, Vichada has 6,434 victims of armed conflict, that is, 5% of the total population of the department.
