Galicia, Valle del Cauca, was recognized as subject of collective reparation

This community in the center of department suffered serious damage collectively due to armed conflict, such as limitations on free mobility and free association.

Galicia township, located in the municipality of Bugalagrande (center of Valle del Cauca), was notified yesterday of its inclusion in the Unified Registry of Victims as Subject of Collective Reparation.

This means that the Colombian state recognizes that this community suffered damages collectively due to armed conflict, which should lead to the formulation and execution of an Integral Collective Reparation Plan that contributes to its integral reparation, strengthening and reconstruction of its social fabric and the improvement of its quality of life.

Galicia township is conformed by the paths Almendral, Chicoral, Porvenir, the Morena, the Trinidad, Tetillal, Raiceros and San Miguel.

Luz Adriana Toro Vélez, territorial director of Victims Unit in Valle del Cauca, indicated that according to the evaluation criteria, the entity determined that the following collective rights were violated to this community: to free circulation, to the security, free association and organizational autonomy, as well as a healthy environment. This, by actions of FARC guerrilla and paramilitary groups.

"The establishment of schedules and routes to the inhabitants of the place (by the AUC) limited the fear and coercion development of usual activities, and the use of pathways, roads and enjoyment of the territory in the traditional way. The attacks and forced disappearances that took place after the demobilization process of Calima Block, set a scene of a latent threat against the civilian population", states in one of its sections the inclusion resolution.

The document also notes, among other things, that "the presence of illegal armed groups resulted in damages to this community and such a reality caused harm to the collective as soon as threats and actions were made that the community members did not have the legal duty of endure, facts that put at risk the continuity and existence of the collective subject ".

The act of notification to the community took place in the communal booth, with the presence of the municipal Ombudsman.

Recently, the Victims Unit also handed over the resolution of inclusion as subjects of collective reparation to two more communities in Bugalagrande: Ceilán and Chorreras. Now, in Valle del Cauca there are already 48 groups that have this condition.
