The third ordinary session of the Territorial Committee for Transitional Justice held in the capital of Tolima had as its main objective the socialization of the progress in the execution of actions by each secretariat of the Mayor's Office in compliance with the Territorial Action Plan (PAT) 2020, approved on July 30 and that favors 55.992 victims subject to care in this territory.

During the virtual session, the technical secretariat of the committee also presented the plan to improve the RUSICST tool, which allows monitoring and evaluation of the municipality's performance regarding the implementation of the Victims' Public Policy.

In the space for the intervention of the representatives of the Municipality's Table for the Effective Participation of Victims, Genuver Giraldo, spokesperson before the committee, requested that the spaces for participation be guaranteed to the victims: "For example, we ask that the subcommittee of prevention and protection that has only met once this year and we do not know of any contingency plan either, hence the call to the technical secretariats in charge”.

For his part, Germán Bernal, representative of the victims in the municipality and invited to the session, added that an immediate adjustment to PAT is necessary, for the 2021 term, considering the difficulties generated by the pandemic that prevented compliance with some of the goals for this year.

“I believe that it is very important to be able to make those adjustments and that the programs and actions have achievable goals. The socioeconomic situation of the victims must be considered and productive units must be strengthened with the delivery of seed capital. The two most pressing aspects of the victims in Ibagué are housing and decent employment”, he added.

During this week in Tolima, the transitional justice committees of the municipalities of Piedras, Murillo and Cajamarca were also convened and carried out, in which the local Contingency Plan was approved that allows territorial entities to have a route of defined care in the event of a humanitarian emergency as a consequence of the armed conflict.
