The Unit introduced completed achievements in the Peace with Legality Policy framework

The progress through the development of this Government policy was published at the Peace with Legality Seminar, which was installed by President Ivan Duque.

The Peace with Legality Seminar was held on Wednesday through virtual sessions. This event aimed to inform the country and international community on how the Peace with Legality Policy is moving forward in vulnerable territories, which are harmed by violence, poverty and illicit crops.

The Unit’s Director, Ramon Rodriguez, assured that, for the entity and within the Peace with Legality Seminar, one of the most important achievements is “the extension of Law 1448 of 2011 and Decree Laws 4633, 4634 and 4635 of 2011, which were working until this year. That represented uncertainty for many victims. However, committed to all the victims, the President promoted and sanctioned the extension for other 10 years.”

The event was attended by the Vice President, Marta Ramirez; Chancellor Claudia Blum; the Presidential Advisor for Stabilization and Consolidation, Emilio Archila; and the Unit for Integral Attention and Reparation to the Victims’ Director, Ramon Rodriguez.

The following topics were discussed during the Seminar: victims and land restitution, reintegration, Development Programs with a Territorial Approach (PDET in its Spanish acronym), policy against drug trafficking, crop substitution and psychoactive substance use prevention, as well as comprehensive rural development, among others.

According to the Unit for the Victims’ Director, other main issues have to do with collective reparation: “When we arrived at the Unit and the Peace Policy was legally formulated, only 3 Collective Subjects had been administratively repaired. In these 29 months of executed Government actions, we have already fully repaired 25 Subjects (communities, organizations and groups).”

"These results reflect the implementation of close to 1,053 reparative actions, which are in the Integral Collective Repair Plans compliance with an investment of more than $115 billion COP. This is an unprecedented breakthrough within the framework of the reparation, because it implies that 60% of reparative actions have been applied during this Government", commented the entity’s Director, who also said: "Another achievement is the allocation of $1.8 billion COP to the payment of compensation. In 2020, a value exceeding $1 trillion COP was allocated to this measure.”

In a dialogue with the Presidential Advisor for Stabilization and Consolidation, Rodriguez also highlighted rehabilitation measure figures offered by the Unit; this measure was accessed by 83,907 victims with a more than $ 12,488 million pesos investment. "It is worth noting that this is

a complementary strategy to the Ministry of Health’s Program of Psychosocial Attention and Integral Health for Victims (PAPSIVI in its Spanish acronym)".

“When it comes to the rehabilitation measure with communities, organizations and groups, we have achieved 351 Collective Reparation Subjects agreed to this measure and 75 completed its development; the investment was close to $10 billion COP.” For the Director, these actions contribute to the strengthening of trust relationships and population coexistence in the territory, from the reconstruction and reestablishment of the social and organizational fabric, and the collective emotional recovery.

Regarding forced displacement victims’ aid in their return or relocation processes, Rodriguez stated this matter has been strengthened through family and community-type projects support. These endeavors are aimed to help them overcome their vulnerability situation and improve territorial roots and community integration. "During this Government, we managed to deliver this type of assistance to 7,302 homes and 690 communities with an investment close to $65 billion COP.”
