2.7 billion have been invested in reparation for victims, in Antioquia
The figure has been invested in humanitarian and emergency aid, community social infrastructure projects, subsidiary support to territorial entities for the attention of the population affected by the conflict, compensation, among others.
The director (e) of the Victims Unit, Vladimir Martin presented to the journalists of the department of Antioquia, during a press conference held in the morning in Medellin, the main advances in care and repair. He indicated that, "about 1.9 billion pesos were executed by the Victims Unit during the term of 2019".
He also told journalists in the department of Antioquia that one of the achievements of the entity was the fulfillment of reaching the historic goal of one million victims repaired administratively. Similarly, he noted that the entity maintains an updated record to mitigate fraud and that "the Government's willingness is to strengthen the public policy of victims in territory".
In this way, it was announced that between January and February 2020 compensation will be delivered in Antioquia, as indicated by the territorial director of the Victims Unit in that department, Wilson Cordoba Mena, who said: “the Victims Unit in Antioquia will give 1,300 people who were victims of violence their economic compensation, worth 6,798 million pesos, as part of their integral reparation”.
For the delivery of this measure, conferences will be held in 17 municipalities of Antioquia in coordination with municipal administrations, so that the beneficiaries receive the resources and guidance for their adequate investment.
"With these deliveries, we began this year fulfilling the victims of the department, where there are already more than 250,000 victims who have benefited from this measure of reparation during the eight years of implementation of Law 1448", said the territorial director.
Between August 2018 and November 2019 in Antioquia, a total of 19,290 individual administrative indemnities were given to 16,970 people for a total value of 174,555 million pesos. Additionally, 1,084 individual judicial compensation for judgments of the Justice and Peace Law to 789 persons, for a total value of 18,856 million pesos.
Collective Reparation and Returned Population
In Colombia, 18 Collective Reparation plans were completed during 2019, including the subject of La Clara, El Maravillo and the Incarnation of the municipality of Urrao, which meant a joint investment of the Government and international cooperation of almost 2,000 million pesos.
In addition, the return and relocation plans of the displaced population of 140 municipalities were strengthened, with an investment of more than 7,000 million pesos in allocations for community projects and inputs for productive projects, seeking the social inclusion of families in their new project of lifetime. In Antioquia, 32 communities with return plans received 2,122 million pesos in these endowments and supplies.
Emergency care and prevention
The Unit attended 64 events of mass displacements in the Colombian territory, caused by illegal armed groups that affected more than 25,000 people, approximately 8,000 households. Additionally, 21 confinement events were attended, most were registered in the department of Chocó and 1 in Antioquia, in the indigenous reserves in Dabeiba, where 9 tons of humanitarian aid were delivered.
In Antioquia, 6,394 households that suffered forced displacement benefited with immediate humanitarian assistance, with an investment of 74.660 million pesos.
In prevention of victimizing events such as forced displacement, 570 million pesos were allocated in agricultural complementarity projects that benefited 670 victims and 1,618 million pesos were allocated for social and community infrastructure projects (provision of schools, community booths, sports courts and agricultural productive projects).
In Colombia, 700 thousand victims who have not overcome the conditions of vulnerability received humanitarian aid. In Antioquia 16,884 turns of humanitarian attention were delivered to 11,911 households victims of forced displacement, with an investment of 9,996 million pesos.
As part of the comprehensive reparation measures, psychosocial rehabilitation strategies were implemented with the participation of 8,062 victims to contribute to the mitigation of suffering and damage. The total investment was 1,200 million pesos.
The territorial director also stressed that “in total, the Unit for Comprehensive Attention and Reparation for Victims has invested 12 billion pesos in Colombia (2.7 billion in Antioquia) for individual reparation, humanitarian and emergency aid, projects for community infrastructure and subsidiary support to the territorial entities for the attention of the population affected by the conflict”.
