Unit participated in a debate on political control over the recruitment of Boys, Girls and Adolescents by illegal groups
The director of the Victims Unit informed the representatives to the Chamber of the Second Commission, the actions taken by the entity to attend to this population affected by the conflict.
The director of the Victims Unit, Ramón Alberto Rodríguez Andrade, during the debate on political control cited by the Second Commission of the Chamber announced that “currently in the Sole Registry of Victims (RUV) with cut-off on September 1, 2020, 8.210 direct victims are included due to the fact of Involvement of Boys, Girls and Adolescents in Activities Related to Armed Groups”.
According to the information contained in the RUV, as of September 1, 2020, 2,215,022 underage victims are included due to the fact of forced displacement; The following table shows the figures of victims by department of location, with Antioquia (16.4%), Valle del Cauca (6%), Bolívar (4.8%), Nariño (4.6%) and Cesar (4.3%) being the departments where the largest amount is located.
The official announced to this legislative cell, with a cut-off as of September 30 of the current year, that there are 3.899 Children and Adolescents who have an administrative compensation measure, whose status is: "Collected 2.861, reinstated 820, trust order 139, in bank 51, subscriber 14, in resolution seven, in bankization five, and two in review”.
Regarding the care and humanitarian aid delivered to children and adolescents who are in the RUV, including by the fact of Involvement of Children and Adolescents to activities related to armed groups and forced displacement, "from 2015 to 2020, 2.368.419 transfers were made for a value of $1.807.569.715.000”, as reported by the director of the entity.
Regarding other reparation measures that are part of comprehensive reparation, Ramón Rodríguez announced that they have “developed and implemented strategies to respond to the identification and approach of reparative actions to the moral and psychosocial damages particular to the fact of forced recruitment and use of minors by illegal armed actors”.
Similarly, the director of the Unit said that he has “been working hand in hand with Instituto Colombiano de Bienestar Familiar and the Agency for Reincorporation and Normalization (ARN), generating the National Board of Disengaged in 2019, in order to concentrate actions in favor of the disengaged population that we serve in the three entities and that also contribute to the mitigation of recruitment”.
“It is important to mention that since 2019, a work of institutional articulation has been carried out between the Department of Social Prosperity, the National Center for Historical Memory and Instituto Colombiano de Bienestar Familiar, in order to coordinate a strategy from the sector of social inclusion against recruitment and other forms of violence against children”, added the official.
Finally, Ramón Rodríguez clarified to the representatives to the Chamber that “although it was planned to start an implementation of the same strategy mentioned during 2020, it has had to be postponed due to the entire public health issue that we are currently going through in the country, however, as entities in the social inclusion sector, we are committed to giving continuity to this proposal and being able to materialize it in 2021”.
