Entities define humanitarian assistance of 2019 in Colombia
At the Humanitarian Needs Overview (HNOV) 2019 workshop, national and international organizations work to identify the humanitarian needs, response capacity and national sectoral prioritization of territories that require humanitarian assistance.
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the Unit for Victims, the National Disaster Risk Management Unit (UNGRD), the United Nations Development Program (UNDP), international cooperation agencies and Representatives of local teams of the UN, develop the HNOV 2019 workshop in Bogotá, to coordinate the humanitarian attention in Colombia of victims of double and triple affectation.
The double effect refers to the victims of natural disasters living in conflict zones, to this is added the triple affectation with the phenomenon of the migration of Venezuelan population that arrives in Colombia and forms mixed family nuclei between Colombians and Venezuelans.
Ramón Rodríguez Andrade, director of Victims Unit, said that "the objective of this workshop is to achieve coordination in humanitarian assistance that is taken to the territories to guarantee assistance to the victims and generate an impact on the population. In the Unit we work under the Sphere Project that governs the issue of humanitarian attention worldwide with international standards. However, we make adjustments to the minutes by differential approaches. "
The populations with the highest vulnerability index are ethnic groups, women, children and adolescents, for this reason humanitarian aid is handled with differential approaches, which allows organizations to offer a response capacity to victims focused on their needs and customs.
During the workshop the representatives of local teams met by region to identify the specific needs in their territory, the level of risk and the impact of massive displacement. According to this, a mapping by categories is carried out and national sectoral prioritization zones are defined to provide humanitarian assistance.
Nicolás Mayr, National Coordination Officer of OCHA, explained how humanitarian assistance is prioritized: "We have held 12 regional workshops where we have local coordination teams that are the focus of the UN agencies and are part of the Humanitarian Team of Country, they present their perception of the situation in the territory based on their knowledge and local work, but supported by displacement and armed violence indices that help us to have a better analysis ".
The National Government through the Unit for Victims is the main humanitarian actor in the country and to be able to guarantee the attention to the victims and understanding the logics of communities, the limitation of mobility and the restrictions of access in some territories, guarantees the security of those who provide humanitarian assistance through the public force and the verification of entry into the area with the Community Action Boards.
When you can not enter the territory for security reasons, an articulation with the International Committee of the Red Cross (ICRC) is sought so that they can provide the first assistance. The United Nations High Commissioner for Refugees (UNHCR) is also working with the aim of protecting those displaced by the armed conflict.
Humanitarian assistance can vary according to the needs of each territory: some may be subsidiary in kind, food and nutrition, others, health and medical, water and sanitation, protection and disaster prevention.
Humanitarian Needs OverView contributes to the strengthening of communication between humanitarian actors to focus efforts and achieve a greater impact on the affected population.
