Rules to choose Victims representatives abroad have changed

The new procedure allows delegating eight survivors of conflict, residents abroad, to travel to Colombia when the National Victims Table is chosen, where they can have two seats.

New criteria for the election of victims of  armed conflict residing abroad, which will make up the National Table of Effective Participation of the Victims, were included in Resolution 00250 of January 30, 2019 of the Victims' Unit  (see Resolution here).

From this year, the delegates of victims residing abroad, initially chosen among the registered organizations, will be chosen under the following criteria established by the new Resolution:

  1. Countries with 10% or more of the victim population that is included in the Victims Registry and reside abroad, have the right to send to the election of the National Board, one (1) delegate for each country that complies with this criterion. Such person will be the one that obtains the most votes in each country in the election made, through the virtual mechanism, by the Organizations of Connational Victims Abroad registered for that purpose.
  2. Countries with a minimum of 1% and a maximum of 9.99% of the victim population included in the Victims Registry and residing abroad, have the right to send two (2) delegates representing the National Board to the election of the National Board all countries that meet this criterion. It will be the two (2) people who obtain the highest vote of all the countries in the election made, through the virtual mechanism, by the registered Organizations of Connational Victims Abroad.
  3. Countries with less than 1% of the victim population included in the Victims Registry and residing abroad, have the right to send one (1) delegate representing all countries that comply with the election of the National Board with this criterion. It will be the person that obtains the highest vote of all the countries in the election made, through the virtual mechanism, by the Organizations of Connational Victims Abroad registered.

Once the persons nominated by the victims residing abroad are known, under the aforementioned criteria, they will be summoned to the election and installation of the National Participation Board, of which two representatives of said victims will be able to participate.
