Line of credit for agricultural projects for victims in Nariño

Through an agreement with Finagro and the Victims Unit, resources are earmarked to subsidize two points of the interest rate on loans granted by financial entities supervised by the Financial Superintendence.

With the aim of supporting the recovery of the productive capacity of victims and complying with the provisions of article 129 of Law 1448, the Victims Unit and Finagro signed Agreement 1154 of 2020 to establish a special line of credit for victims who need resources to strengthen their productive projects in the agricultural sector and who are included in the Single Registry of Victims (RUV).

William Pinzón Fernández, territorial director of the Unit for Victims in Nariño, invited the victim population to take advantage of this offer: “Nariño is an agricultural department, and how good that in these times of crisis, the producer victims have a financing option to Through this national agreement, that is why I invite you to take advantage of this benefit that has the support and vigilance of the Financial Superintendency”.

The deputy director of Individual Reparation, Alexandra María Borja Pinzón, indicated that “the Unit makes a contribution to cover a percentage of the interest rate of the credits that the financial entities grant to the victims, therefore, the credits will have a rate of preferential interest”.

In accordance with article 129 of Law 1448 regarding the rediscount rate, “Finagro and Bancoldex, or the entities that take their place, will establish rediscount lines under preferential conditions aimed at financing the credits granted by credit establishments to victims referred to in this law, to finance activities aimed at recovering their productive capacity".

This special line of credit can be accessed by small, medium or large producers who carry out activities in the agricultural and fishing sector, as well as projects associated with mining and social tourism and handicrafts, and which are in the Single Registry of Victims. According to the deputy director, "it finances labor, construction of infrastructure a, purchase of machinery and equipment, purchase of supplies and livestock”.

He specified that "if the victim is a producer, he must approach the financial institution of his choice, make it known that he is a victim of armed conflict and that he is requesting access to the benefit established in the special line of credit for victims".

The bank will then carry out the study and decide on the request. The line of credit, as established, will be available from July 2, 2020.
