Government and mayoralties of Casanare commit themselves to the victims in the department
In order to articulate actions at the territorial level in favor of the victims of conflict, the technical lines to guarantee the attention, assistance and reparation to the victims were socialized before the governor and mayors of the municipalities of the department of Casanare.
The Victims Unit socialized with the local leaders of the department of Casanare the strategy 'New Presidents', whose main objective is to influence the formulation of territorial development plans, so that effective actions are generated in favor of the victims of conflict for the four years of government.
The meeting was coordinated through the Directorate of Interinstitutional Management and the Subdirectorate Nation Territory and was chaired by the Deputy Director General of the Unit, Lorena Mesa, who said: “We received the visit of the Governor and the mayors of the department of Casanare, we told them in what consists the public policy of victims and what are the measures that we must have articulated to be able to guarantee the attention, assistance and integral reparation to the victims”.
The work plan presented is the one that will be developed in all the departments and municipalities of the country at a strategic moment for territorial planning and whose bets include the harmonization of the assistance component with modern social policy; the targeting of resources in the reparation component of the victim policy; historical memory and symbolic reparation.
The deputy director expressed to the new leaders´ challenges about how progress can be made in the implementation of return plans, collective reparation plans and individual reparation measures. "In this way, the Unit begins its year supporting new mayors and new governors so that this policy is implemented in this 2020 in the most effective way", he added.
The governor of the department, Salomón Andrés Sanabria indicated that on January 24 they will have technical assistance in the department for the construction of the development plans and that “on February 3, 4 and 5, we will have a work table with the Unit to verify which are the scopes that we can have with Casanare and of course, with the 19 municipalities”. This being one of the commitments acquired during this meeting, as the Director of Interinstitutional Management of the Victims Unit tells us: “We will work with clear commitments to verify specific data in the territory and the commitment by the mayors and the governor, to participate actively in the workshops that are going to be developed of strengthening in territory, together with the National Planning Department”.
For his part, Carolina Cotes, deputy director of Nation said that the rapprochement with the mayors allows to provide technical guidelines on how to include the issues of victims in the Development Plans, according to the guidelines provided by the National Planning Department (DNP ) and also stressed the importance of encouraging the participation of victims, “from February we will begin an exercise articulated with the sub-directorate of participation of the Victims Unit, where we address the inclusion issues that should remain in the development plans with the mayors, but at the same time we strengthen the participation tables in the exercise of power go on this important issue of planning at the territorial level”, he concluded.
