The Totoró people continue working on their comprehensive repair

The indigenous community located in the east of the department of Cauca, in the municipality of Totoró, was included in the Sole Registry of Victims since 2016 as a Subject of Collective Reparation.

Since October 2018, the Victims Unit resumed activities related to the collective reparation of the Totoro people, who were affected by violent events that occurred in the middle of the armed conflict in Cauca and that affected the ancestral customs and traditions of this community.

With this population, the entity has carried out four community enlistment days, held in 2017, 2018 and 2019, in addition to an institutional enlistment day in 2019. Through these spaces, a support group was formed, the which has the responsibility of energizing the process and maintaining constant dialogue between the community and the Victims Unit, in order to articulate different actions and activities to be developed within the framework of the Collective Reparation Route.

"Together with the technical team and authorities of Totoro people, we have carried out a follow-up and review of the entire process of construction of the Comprehensive Plan for Collective Repair PIRC and its validity, with respect to current regulations," said Dan Harry Sánchez Cobo, Cauca territorial director of the Unit for Victims.

“This is how the need to have the presence of the Ministry of the Interior and its Ethnic Affairs department has been identified, so that it allows us to generate the necessary confidence regarding the prior consultation process and that, in this way, we achieve a strengthened continuity to the preparation of the Damage Characterization document and the Repair Plan, which will allow us to continue working hand in hand with the community", he added.

To date, these advanced actions show an investment in the execution of approximately $98 million. Likewise, for the 2020 term, the Victims Unit has scheduled the construction of the damage characterization document, for the respective validation with the presence of the population and the Ministry of the Interior, so that it can be protocolized by the community.
