According to the national government, what is sought is to reduce the spread of the coronavirus, preserving the lives of Colombians in accordance with the instructions of the World Health Organization.

The Victims Unit joins the task of disseminating the measures given by the national government on the mandatory isolation decreed from this Wednesday at zero hours, until next Monday, April 13, to prevent the spread of COVID-19.

In accordance with the provisions of the authorities, citizens may only go out, one per family, to the assistance of health services; to the purchase of food, beverages, medicines, medical devices, cleaning and merchandise of necessary consumption; and to banking, financial and payment and notary operators procedures.

It is also authorized to attend and care for children, adolescents, people over 70 years of age, people with disabilities and patients with special treatments that require trained personnel. The cause of force majeure or fortuitous event can also be argued to mobilize.

The only activities to which citizens are allowed without sanctions are those of medical missions of the Pan American Health Organization (PAHO) and of all international health organizations, the provision of professional, administrative, operational, and technical services of public and private health.

Those who are part of the chain of production, supply, storage, transportation, marketing and distribution of medicines, pharmaceuticals, supplies, cleaning products, disinfection and personal hygiene for homes and hospitals, equipment and technology devices in health, as well as maintenance and support to guarantee the continuous provision of health services.

The same applies to those who work in establishments and commercial premises for the commercialization of medicines, pharmaceuticals, supplies, equipment and devices of health technologies and those of emergency services, including veterinary emergencies. Workers of funeral services, burials and cremations may also be mobilized.

More authorized

Other exempted from sanction are those who have to do with the production, supply, storage, transport, marketing and distribution of food, beverages, medicines, medical devices, grooming, cleaning of ordinary consumption in the population, pet food and medicine, and other elements and goods necessary to attend the health emergency, as well as the supply chain related to the production of these goods.

Another group of citizens who have free movement permits are those who dedicate themselves to planting, harvesting, production, packaging, importing, exporting, transporting, storing, distributing, and marketing seeds, inputs, and agricultural, fish, livestock, and agrochemical products - fertilizers, pesticides, fungicides, herbicides-; agricultural, fish and livestock products, and animal feed, maintenance of animal health, who will also be guaranteed their logistics and transportation.

The government decree establishes that face-to-face marketing of essential products will be made in food markets, warehouses, markets, wholesale and retail supermarkets and retail markets in establishments and commercial premises nationwide and may market their products through electronic commerce platforms and / or home delivery.

Another aspect that the Government has is that the public servants and contractors of the State that support necessary actions to prevent, mitigate and attend the health emergency due to the Coronavirus COVID-19, and guarantee the operation of the essential services of the State, will be able to do so without any restriction.

It also highlights that all the activities of the Military Forces, the National Police and State security agencies, as well as the military and defense industry, as well as those of public and private service ports, exclusively for the transportation of cargo, will be authorized.

It is noted that the review and attention of emergencies and road affectations, and the infrastructure works that cannot be suspended, will continue during the emergency, as well as the activities necessary for air and airport operations.

In the same way, it is specified that the commercialization of products of the gastronomic establishments and premises will only be done through electronic commerce platforms or by home delivery and that the restaurants located within the hotel facilities may only provide services to their guests.

Another sector that will have authorization to operate is the provision of private security and surveillance services, as well as prison and prison services and companies that provide cleaning and cleanliness services in public buildings, common areas of buildings. Those who carry out activities necessary to guarantee the operation, maintenance, storage and supply of the provision of public services are also included.
