Accelerate execution of collective reparation plans requests the Unit to the Mayor of Cúcuta
The petition has to do with the commitments that the territorial entity must fulfill in the reparation of communities and organizations affected by armed conflict.
Specify and implement actions included in the Comprehensive Collective Reparation Plans (PIRC) of the collective subjects of victims settled in the city, requested the director (e) of Victims Unit in the territorial North of Santander, Álvaro Vargas Sanabria to the Mayor of Cúcuta, César Rojas.
The request was made by the official during the Transitional Justice Territorial Committee held in the office of the local representative, with the presence of several municipal secretariats and representatives of Ombudsman and Attorney.
In Cúcuta, PIRC is developed for the communities of Cerro Norte and Antonia Santos, as well as for the Fedecomunal organization. Each group is recognized as a collective subject of reparation by Law 1448 of 2011 and demands joint actions among the Unit, the Mayor's Office and the entities that make up the National System of Attention and Integral Reparation to Victims (Snariv).
In the case of Fedecomunal, the measure of impact is the restitution of communal headquarters, for which several premises are approved in Las Mercedes shopping center, by agreement among the former secretary of Post-Conflict and Culture of Peace, Omaira González, the administrator of the establishment and the president of Fedecomunal, Martha Trinidad Maldonado.
Although this agreement was socialized in the Committee on Transitional Justice in June of this year, Mayor Rojas said yesterday that he would review this action because it was not he who approved it, leaving the possibility of reversing the decision that was already in place for implementation.
The adequacy of Cerro Norte School, which the Unit will equip with technological equipment for the use of the community and the students, is another action that has not yet been completed by the Mayor´s Office, because it has not initiated the administrative opening process for the 2019 school calendar. During the meeting, the Unit territorial director (e) stated that, in order to make progress in the repair of this subject, he will submit to the Department of Collective Repair of the entity the request for assignment of school furniture, another item that is pending with the Town hall.
Although in the Justice Committee the Secretariat of Post-Conflict and Culture of Peace of the Mayor presented a balance of investments in programs for the victim population in general, Vargas, as director (e) of Unit in Norte de Santander, insisted on Remember that the Comprehensive Reparation Plans of the collective subjects are mandatory compliance because these groups or organizations have special constitutional protection.
