The Quindío Government developed the Territorial Committee for Extraordinary Departmental Transitional Justice, in order to monitor the actions in favor of victims of conflict in the emergency facing the country.

In a virtual space in which the majority of the municipal mayors, the Victims Unit, representatives of the Departmental Table of Victims, the Regional Procurator's Office, the Ombudsman's Office, SENA, among others, participated, in addition to the Interior. A balance was made by the departmental territorial entity of the humanitarian aid delivered by reason of COVID-19 and there was consensus regarding an articulated work to continue benefiting the victims.

"Last Friday the Departmental Development Plan was approved, which we hope will be a fair route, designed for all Quindío People and that will take us on good paths, our commitment is to all levels of society, but the victims of course they occupy a very special place, we want to continue helping this population and we commit ourselves to work for them, we will continue to manage aid, however the fundamental thing is to project opportunities so that they are productive and overcome their situation”, argued Governor Roberto Jairo Jaramillo.

From the Ministry of the Interior, guided by Eduardo Orozco Jaramillo, the commitment was ratified "to work on plans, programs and projects that help improve the victim’s quality of life in the territory."

Blanca Ceballos and Irleny Jaramillo, victims' representatives before the Committee, requested special help for victims of forced displacement, thanked the efforts of local administrations, but at the same time asked for more humanitarian attention in order to reach a greater number of victims. Productive projects, guarantees of participation, prevention and protection of leaders and comprehensive reparation were also on the agenda.

"We want the mayors to articulate the work with the tables so that these humanitarian aid can reach more people, the victims at this time are mostly people who depend on private businesses, day to day, and we are very affected by the pandemic, but also as leaders we have worked to propose solutions, we do not want assistance, we want them to support us with productive projects, identifying capacities and formulating plans in which we are more included", said Blanca Ceballos, coordinator of the Departmental Table of Victims.

The territorial director of the Victims Unit in the Coffee Region, Laura Moreno, called for an articulated work among the institutions so as not to duplicate efforts and benefit a greater quantity of the population. According to data from the National Information Network, so far this year the entity has carried out 2,072 money orders regarding humanitarian assistance and aid, which translates into an investment of $ 1.168 million pesos for victims of Quindío.

Finally, the Ombudsman's Office led by Luisa Fernanda León, invited the mayors to carry out a judicious process of characterization, to project programs that are based on real figures and thus improve the quality of life of the victims who live in the territory and amounting to 43.738 people.
