Three years of Government to strengthen Unit for the Victims’ aid, assistance, and integral reparation programs
In three years, the Unit has promoted collective reparation as never before. At the beginning of this Government, only three Collective Subjects had been repaired; in 33 months, 27 communities have been fully repaired.
President Ivan Duque’s Government made a pact with legality, equity, and entrepreneurship as pillars for the construction of a better future for all Colombians. Thus, on August 7th, 2018, work began with all entities to fulfill these objectives and build a better country.
According to the Unit for the Victims official records, there are 9,153,078 people in the Single Victims Registry, of which 7,361,106 are subject to care and/or reparation.
This Government has invested the greatest resources for the delivery of administrative compensation. "The entity has granted 310,015 individual compensations (administrative and judicial) with an investment that exceeds 2.61 billion COP," according to Ramon Rodriguez, the Unit’s Director, who additionally mentioned that 91,712 victims have accessed the psychosocial rehabilitation measure, with an investment of more than 13,649 million COP.
Of 30 Collective Subjects historically repaired, 27 have been repaired in these 33 months of Government, with an investment close to 21,080 million COP. Likewise, 1,123 reparative actions have been carried out in compliance with the Integral Collective Reparation Plans (PIRC in its Spanish acronym) to materialize communities, organizations, and groups’ rights to measures of satisfaction, rehabilitation, restitution, compensation, and non-repetition guarantees.
On the other hand, 39 Ethnic Collective Subjects have been compensated within the framework of the collective reparation process, with an investment close to 10,502 million COP.
Así mismo, con el apoyo de todas las entidades de gobierno 1’078.493 víctimas han superado su situación de vulnerabilidad, lo que representa al 42% de las víctimas que ha logrado superar esta situación.
Likewise, with the support of all Government entities, 1,078,493 victims have overcome their vulnerability situation, which represents 42% of the victims who have managed to do this.
Other Peace with Legality actions
President Ivan Duque’s Peace with Legality Policy materializes the Peace Agreement appliance, considering that conflict victims are at the center of what was signed.
In unprecedented progress, 418 communities, organizations and groups have made progress in community rehabilitation. This reparation measure has been fully implemented with 77 of them, which strengthens the social fabric and trust relationships.
In compliance with the Final Agreement and the Peace with Legality Policy, the entity has guaranteed psychosocial aid in all Regional Victim Attention Centers.
As for returns and relocations, actions have been promoted to provide community support to forced displacement victims. For this, projects have been applied with 690 communities, so they remain in the places where they have returned, relocated, or integrated locally. 1,481 victims abroad have also been supported in their decision to return or relocate.
Likewise, in this period, the Unit for Victims has reached 1,014,071 households that are forced displacement victims with 2,087,900 Humanitarian Assistance wire transfers for about $1.32 billion COP.
During this period of Government, an important recognition and memory tool considered in the Agreement was developed: it is the individual and collective Victimization Map that anyone can access at https://bit.ly/3xikNTe.
The Unit for the Victims has been working in a committed manner along with the victims in the strengthening of collective reparation, return processes, psychosocial aid coverage and other actions that account for its peacebuilding work throughout the national territory.
