Government Seminar for the security or substitution leaders and ex-combatants

In the event, the scope of the Peace with Legality policy will be analyzed and the commitment of governors and mayors with their PDETs will be ratified. The appointment is this Wednesday, February 5 from 8 in the morning at the Dann Carlton House, in Bogotá Calle 93b # 19-44.

The government of President Iván Duque, at the head of the Counselor for Stabilization and Consolidation, Emilio J. Archila, leads the first seminar for the security and coexistence of leaders replacing illegal crops and ex-combatants of Farc.

In the seminar will be attended by 21 governors and 170 mayors of the country, departmental commanders of Police of the regions dealing with advances in the Policy of Peace with Legality; executives of ART, ADR, ANT, URT, UARIV, ARN, PNIS; USAID's director for Colombia, Lawrence Sacks; the Chief of Mission of the MAPP-OAS, Roberto Menéndez; IOM Head of Mission, Ana Eugenia Durán-Salvatierra; and the United Kingdom Embassy in Colombia UK.

The Presidential Counselor for Stabilization and Consolidation, Emilio J. Archila, expressed the importance of this meeting, where new mayors and governors will be able to learn about the most recent security measures implemented by the government and articulate them with the development plans that they will present shortly. At the same time, it ratified the government's commitment to the safety of replacement leaders and ex-combatants.

The agenda that is planned for the whole day will have two moments: in the morning the offer, achievements, advances and challenges of some of entities that have responsibilities in the implementation of the Peace policy with Legality will be presented, and even more there, and in the afternoon two panels will be opened on security of leaders of the replacement program and ex-combatants of the Farc.

During the morning, the Interior Minister  will present the public policies of coexistence and citizen security; Councilor Archila will present the main advances in the implementation of Peace with Legality; the director of the Territory Renewal Agency, Juan Carlos Zambrano, will talk about the Development Programs with Territorial Approach, framed in point 1 of the Agreement; and the director of the Agency for Reincorporation and Standardization, Andrés Stapper, will present the process in advance with the dispersed ex-combatants and the former ETCRs.

Subsequently, the director of the Victims Unit, Ramón Rodríguez, will talk about the progress in the processes for more than 7 million victims who are subject to care and reparation; the director of Land Restitution Unit, Andrés Castro, will present a balance of the progress of the restitution process in areas where the State had never arrived and that it is now possible to arrive thanks to the PDET and the support of the Public Force; It will also expose the process of implementation and compliance with the restitution sentences, especially related to the judicial orders addressed to the different entities within the framework of land restitution process. Finally, director Castro will refer to the program of productive projects for victims as an alternative to peace in the territories.

Likewise, Myriam Martínez, director of the National Land Agency, and Claudia Ortiz, president of the Rural Development Agency, will present issues related to land and rural development; and Hernando Londoño, director of the National Crop Replacement Program, will talk about regulations, prioritization criteria, coverage; protection and reaction measures, as well as risk factors, among others.

The Security Directorate of the National Police will present the offer in terms of Coexistence and Citizen Security in the territory; while the Minister for National Security, Rafael Guarín, will expose the Future Zones strategy, from military and police control to institutional control of the territory.
