Prior consultation began to repair Paez indigenous community in Caquetá
In this stage, the aim is to identify what happened, what were the damages caused and how the route to repair the damage suffered by this group could be implemented.
The Caquetá-Huila Territorial Directorate for Victims Unit, together with the Ministry of the Interior, develops in Solano (Caquetá), the prior consultation process with the resguardo paez El Líbano, to know the effects that the conflict caused to this ethnic group.
The territorial director of the Victims Unit in this region, Yhina Paola Lombana López, pointed out that the idea with the subject of collective reparation, El Líbano reservation, “is to accurately identify the events that occurred, the rights violated, the effects suffered by this community in the middle of armed conflict, to start with a roadmap that allows its repair”.
He added that, “currently the work with these 23 families who returned by their own means to their place of origin consists of jointly building the activities or actions that, in the opinion of the collective ethnic subject, would repair the damage that the war left them, due to the that they saw many of their dreams and projects frustrated and that also affected their cultural roots”.
The conference was under the leadership of the indigenous governor Graciela Ulcué, who was grateful for the inter-institutional work that is being carried out: “There they learned about rights, the process that will be carried out within the framework of collective reparation, as well as the methodology and work schedule to formulate the Collective Repair Plan ”.
These meetings were also supported by the Mayor's Office of Solano, the Ombudsman's Office and the Caquetá Government, taking into account the importance of prior consultation that will allow progress in the Collective Reparation Plan.
