The Victims Unit and PLAN Foundation present a course on differential approach in public policy for victims
The virtual self-training course "Differential Approach in the Public Policy of Victims" will be implemented through the program "Liderando por La Paz” (Leading for peace).
Within the framework of the project "Liderando por La Paz", developed between the Victims Unit and PLAN Foundation, with resources from the Canadian Government, through Global Affairs Canada, they presented this Monday the virtual self-training course "Differential Approach to Politics Victims' Public”.
The director of the Victims Unit, Ramón Rodríguez, participated in the launch of this course and thanked “the PLAN Foundation and the Government of Canada, which allow us, through Leading for Peace, to bring all the victims to the institutional framework and all those who participate in this great system for the care of the victim population, this course of differential approaches, this is a work that we have been articulating for several years”.
The official highlighted that this exercise will have four components: “Institutional strengthening, citizenship for peace, economic empowerment and something very important, and more so when these days we have talked about the use of children and adolescents, it has to do with the strengthening of protective environments to generate those criteria in the face of possible links to an armed group”.
"There we have to strengthen the protective family environments, the school, we have to strengthen the protective environments of the community in order to generate those spaces of isolation in the face of complex situations that are experienced in the territory", added Rodríguez.
In this sense, the official said that there must be an institutional articulation among all the entities involved such as the mayors, the governorships and those of the National System for Comprehensive Attention and Reparation to Victims (SNARIV).
Likewise, the director made a call to the municipal and departmental tables of victims to link and participate in the course of differential approach in the public policy of victims.
Course on differential approach in the public policy of victims
This course aims to publicize the specific content on the differential approach in the public policy of victims and promote its implementation by the different actors working in comprehensive reparation.
The course, which is 100% virtual, is aimed at all citizens, especially at servants of national, departmental and municipal public entities, members of the table for effective participation of victims, individual and collective victims, representatives of women's organizations , LGBTI sectors, older people, representatives of ethnic groups, children, adolescents and young people, people with disabilities, as well as civil society, with an interest in knowing and implementing the differential and gender approach in public policy of victims.
The course consists of nine transversal thematic modules based on the effective enjoyment of the rights of indigenous, black, Afro-Colombian, Raizal and Palenquera communities, Roma people, boys, girls, Adolescents and young people, the elderly, people with sexual orientations and diverse gender identities and people with disabilities.
Each of the approaches is developed through case studies, basic concepts, legislation and regulations, and the necessary actions to implement the process of care, assistance and comprehensive reparation for victims.
It is important to note that Law 1448 of 2011 or the Victims and Land Restitution Law contemplates the differential approach to guide all measures and actions to repair the victims of conflict, recognizing that "there are populations with particular characteristics due to their age, gender, sexual orientation and disability situation”.
