The Unit's presence continues in scenarios of monitoring, coordination and attention to the humanitarian emergency in San Andrés de Tumaco (Nariño)
On January 21, the Victims Unit participated in the Departmental Subcommittee on Care and Prevention, which seeks to update information on the conditions of the population and coordinate the relevant interventions.
Regarding inter-institutional coordination, from the moment the humanitarian emergency became known, the Victims Unit asked the mayor of the Special District of San Andrés de Tumaco, María Emilsen Angulo Guevara and the Nariño Governorate, to call and participation in the Territorial Committee of Extraordinary Transitional Justice, with the purpose of expanding the information associated with the occurrence of a humanitarian emergency, and providing new leaders and their teams (of the municipal and departmental order), technical assistance for care of this kind of humanitarian emergencies.
On January 10, a first coordination scenario was developed in the municipality of San Andrés de Tumaco, where issues related to the monitoring of public order conditions in the ejector area were developed, by the Unit, the routes were informed and basic care components and care and support commitments were established for families who left their usual place of residence. Among these coordinations, the one associated with the delivery of Immediate Humanitarian Aid, interventions through the medical mission and supply of medicines, food, drinking water supply and the lifting and definitive identification of the affected communities stand out.
On January 16, the Territorial Committee of Transitional Justice was held, in which the District Mayor's Office undertook to carry out the closing of the census, lifting of the minutes and sending the request of the District Mayor's Office to the Department of Nariño and the Unit for the Comprehensive Care and Reparation for Victims- UARIV, as well as the delivery of 100 markets and 100 cleaning kits to attend the emergency and finally promised to carry out the call of the Subcommittee on Care and Prevention. In the same vein, the Nariño Governorate committed to the delivery of food kits, sending the request for humanitarian assistance to UARIV for the care of victims. Given the situation of public order and its humanitarian consequences, UARIV also participated on January 17, 2020 in the Intersectoral Commission for Rapid Response to Early Alerts (CIPRAT).
Thanks to the convening of these scenarios, it was possible to coordinate from the City Hall with the Government and the Victims Unit for the interventions in the immediacy. International humanitarian organizations have also joined in order to complement the interventions in each of the basic components of care for the population such as the delivery of food aid implements of hygiene, transitory accommodation, psychosocial care, education and basic sanitation.
In this case, the Victims Unit through the Sub-Directorate of Prevention and Emergency Care (SPAE) will carry out the delivery of 52 tons of immediate humanitarian aid consisting of food kit and cleaning tools.
Finally, on January 21, the Unit participated in said municipality in the Departmental Subcommittee on Care and Prevention, in which information on the conditions of the population will be updated, the relevant interventions will be coordinated and the evolution of the conditions of safety in the ejector zone.
